Abstract

The regional elections (Pilkada) of 2020 have been concluded, and could be considered a success. Yet, its implementation cannot be said to be entirely successful, considering the lack of concern of political parties in helping the Government handle the Covid-19 pandemic through their political campaigns.  This study intends to discuss political communication carried out by political parties in an effort to raise awareness of preventing the spread of Covid-19 to the public during the 2020 Pilkada in Indonesia. The approach taken is qualitative, collecting data through in-depth interviews, with the subjects comprising of representatives of political parties and political communication experts.  The study finds that the bulk of the political campaigns carried out by political parties is focused on winning the elections, rather than on efforts to help deal with Covid-19. Community involvement also tends to be low in the 2020 elections, due to a lack of understanding of digital literacy and reluctance to vote due to a lack of understanding of health protocols.Keywords: health protocols; regional elections; community involvement.

Abstract

The purpose of this study is to provide a description of the service quality of population documents in Subang Regency. The results showed that the Department of Population and Civil Registration of Subang Regency has several tasks related to the quality of population document services in Subang Regency. In this research, the service function is examined from the first point of view, the dimensions of Transparency of Population documents which are currently carried out with Electronic Signatures are conveyed more openly regarding the requirements that must be met and also the completion time set in accordance with the SOP (Standard Operating Procedure). Second, the accountability dimension, the data contained in the Population Administration Information System (SIAK) has not been well integrated with other institutions, so that in terms of responding to public needs and the ability to service Population Documents through Electronic Signatures is not optimal. Third, the conditional dimension, not prioritizing services to people who need Population Documents for the urgent public interest. Fourth, the Participatory dimension, focused on efforts to organize and accelerate programs in each of the Integrated Service Units, this understanding has not been optimal in improving services to the community. Fifth, the dimension of equal rights, in this case the Population and Civil Registration Service, can minimize discrimination in terms of Population Document services. Sixth, the dimension of the balance of rights and obligations is not optimal because service recipients have not met their needs and supervision that should be carried out by direct superiors is often neglected.Keywords: public service; electronic identity card; e-government

Abstract

The background of this research is the justification of findings in the form of public services in Indonesia in general, which are not good and not satisfactory. The objectives of this research are; 1) testing the level of public satisfaction with the implementation of basic service programs in Sigi Regency (14 indicators), and; 2) testing the level of public acceptance of the implementation of development programs in Sigi Regency (9 indicators). We use a mix-method approach in analyzing the results of public satisfaction and public acceptance to obtain the depth of data and field results. The results showed that the index of public acceptance of public services in Sigi Regency was 3.92, which means that the majority of Sigi Regency people received local government programs simultaneously. Partially, there are three dimensions in the form of program effectiveness, program efficiency, and dimensions of trust concerning the index of public acceptance of public services in Sigi Regency which is below the average score. However, this dimension does not simultaneously affect the level of public trust in public services in Sigi Regency with a total increase of 76.02%. The implication of this research is the existence of alternative strategies for improvement to improve public acceptance (IPM) and public satisfaction (IKM), including efficiency and public trust in the public acceptance index (IPM) framework, as well as safety and comfort within the public satisfaction index framework (IKM).Keywords: public service; public acceptance index; public satisfaction index; Sigi Regency.

Abstract

The term of legitimacy is always central in the political discussion around the globe. The contested explanations about legitimacy regarding the types and the way it is obtained are widely discussed and analyzed including the causes of the crisis of legitimacy and how to maintain the legitimacy. Nevertheless, legitimacy will be in critical if the governed start to probe whether that conferring power is exercised in the right way or not. One of the prominent causes of crises legitimacy is corruption. The venal actors in the legitimate states are often assumed to deteriorate the legitimacy of the countries. This essay, therefore, aims to discuss the impact of corruption toward states’ legitimacy. The discussion of this essay is conducted through library research of some relevant journals and related publications. It evident that corruption affects the political legitimacy which acts as a foundation of political authority.Keywords: legitimacy; corruption; governance; political authority.

Abstract

The purpose of this study is to determine the types of social media platforms used by proponents and opponents of vaccination. This research employs a qualitative approach, analyzing social media hashtag data with Q-DAS (Qualitative Data Analysis Software) and Nvivo 12Plus. This study finds that: First, social media was used to spread both sides' narratives and content. Second, social media relation tends to be quite strong, but the pro-side is stronger than the contra-side. Third, the narration on both sides uses hashtags and a single word to spread the influence.  They were used for vaccination issues on two sides of the issue.  This research limitation, like this study concentrating exclusively on social media data, excluded digital data like the phenomenon on social media only. The recommendation for the following research is: Try to understand the social movements opposing or promoting vaccination in Indonesia and compare them to other Asian countries.Keywords: vaccine; policy; social media.

Abstract

The purpose of this research is to know inhibiting factor in e-government implementation in local government. This research was conducted in DPMPTSP West Java using qualitative descriptive methods. E-Government is the use of information and communication technology in the administration of government.  The results of the study show that the success of e-government implementation is influenced by inhibiting factors in organizational change. These factors arise from internal and external the organization itself. The use of information technology in licensing services at DPMPTSP West Java through online licensing has been done since 2014. The results of the study show that people prefer to use licensing manually compared to online. This can be seen from the submission of recommendations for the use of KBU space. In 2015 only 11 of the 386 applicants used the online facility. In 2016 only 35 of the 528 applicants used the online facility. In 2017, none of the 551 applicants used the online facility (Karniawati: 2018). First, internal factor. The habit factor from within the DPMPTSP West Java institution is the habits that develop in the environment of the DPMPTSP West Java apparatus. These changes were made to improve service to the people. Effective leadership is needed to revitalize an organization and facilitate adaptation to a changing environment. Second, external factors. These are habits that develop in society. The community prefers to use the services of brokers in processing permits. The provision of online licensing facilities is an effort made by DPMPTSP West Java in eliminating the habit of using brokers. The goal of the online facility was to minimize the occurrence of direct physical contact between the applicant community and officers to avoid collusion. This is an effort to prevent the practice of corruption, collusion and nepotism.Keywords:  inhibiting factors; e-government implementation; local government.

Abstract

This article studies the political struggles of local society in South Lebak who want to split from Lebak District. The reasons are ineffective and inefficient public services, abundant natural resource potential, and political dynasty saturation. Therefore, they continue to negotiate their territorial areas. This article attempts to answer how territorial politics works in the process of territorial splits. The results reveal: first, the political elite used the issue of territorial splits for electoral matters. Second, territorial splits are motivated not only by a group of elites in South Lebak or local politicians, but also by the local people's desire for long-term prosperity and exceptionally effective and efficient public services. However, the interests of the local elite groups are more dominant. This study found that there is a link between the interests of society and the local elites.Keywords: decentralization; election; elites; politics of territorial splits; South Lebak.

Abstract

Abstract: Study on village governance and economic development increases in many countries. This article explores village economic development in contemporary Indonesia, which includes one of the national development's priority agendas. Despite several challenges in terms of governance, some villages have proved successful in driving economic development. This article mainly discusses rural governability in enhancing successful economic development in Sanankerto Village, Malang Regency. The research uses a qualitative method with an approach of governability to understand the village's success. The findings show that the more successful a village is, the greater the village's challenge. The successful governance in economic development is significantly relied on the village governance's capability, which consists of environmental and social system supports, a sound governance system, and a participatory, open, and transparent governing relationship between stakeholders. Moreover, the village's new law has significantly given broad authority and budget allocation for economic village development. This article significantly contributes to promoting villages' economic development where adequate governance capacity is an essential factor for achieving it.Keywords: governability; village economy; BUM Desa; development; welfare.

Abstract

This study shades light on the legislative structure and practices of Japan and that of Bangladesh with a view to comparing the state of governance of these two countries. This study has been conducted based on purely qualitative approach with content analysis. As per myriad of study legislative practices of Japan is successful to discharge good governance as the economic growth of Japan is termed as miracle. This study find that the legislative practices of Japan incorporated all the values of governance through its provision of two-house diet where lower house preserve substantial power over upper house, floor crossing, responsiveness of the legislatures, and strong role of parliamentary committees. After comparing the legislative practices of Japan with that of Bangladesh, this study basically found distinctions in structure and practiced value. The parliamentarian of Japan can vote against party decision to preserve the national interest while this is restricted in Bangladesh by the constitution. Japanese parliamentarian even prime minister often stepped down from the government confessing their faults. In Bangladesh we can’t even think of it. Although every parliament in Bangladesh forms myriad of committees to oversight the work of ministers but visible and vibrant role of these committees is rare in both in giving policy input and in discharging oversight activities. Bangladesh, a democratic state wants to uphold the principles of good governance, may imitate some legislative principles both from structure and values of Japanese style of legislature.Keywords: legislature; governance; good governance; Japan; Bangladesh

Abstract

This article is conducted to describe and analyze the local government in handling the Covid-19 outbreak. The spread of the coronavirus (Covid-19) has caused various problems in Indonesia. In addition to health issues, Covid-19 has caused economic, social, cultural, security problems, even in the government field. The problem that arises in the field of government that is related to government administration, especially regarding the relations between the central government and regional governments in dealing with the situation of the spread of Covid-19 is associated with decentralized health affairs. The situation of the central government's lack of responsiveness in responding to Covid-19 that has entered Indonesia, which is marked by the emergence of a lot of confusing news, both from the central government and regional governments, has led to various negative actions, chaos even distrust of the community. With these conditions, local governments have an important role in dealing with the Covid-19 outbreak. The raising question will be how are the policies of the regional government in handling this epidemic, but still in line with the instructions of the central government. Local governments and communities have a very vital role in minimizing and handling the spread of the Covid-19 outbreak compared to the central government.
